Civil War Medal of Honor Recipient. He served as a Private in Company E, 148th Pennsylvania Infantry, Union Army. In actions at Sutherland Station, Virginia on April 2, 1865, Private Phillips captured a battle flag from the Confederate Army. For bravery in the face of the emeny, he was awarded the Medal of Honor on May 10, 1865.
